Excel / VB ? automated script question

does anyone know how to perform the following:

i need this to be a automated process that happens every 5 mins

it needs to copy the last entry from a *.*csv file (this will be a different row in the same column)

take this value and copy it into a new *.*xls file into column A row A every time, ideally with the previous entry being moved to the cell below. Hence the latest value is always in the same column/row reference.
