Server is busy switch to

I think this is the appropriate board for this issue...

This action cannot be completed because the other program is busy.

Choose Switch To to activate the busy program and correct the problem.

If I press retry the message just pops up again. Once I click 'switch to' the start menu pops up and nothing happens.. weird! It doesn't tell me what program is conflicting.

It will pop up several times over a period of time when I have my computer on. It isn't terrible but definitely annoying; especially when it disrupts whatever program I'm currently using, firefox, microsoft word ect.

I've googled this problem and many are asked to show a hijackthis log but it never seems to ever show a problem.

I've been using Kaspersky security and have run full scans with no problems found. Should I run it on safe mode to be sure? Maybe it is a setting error or something?
